The EAS will distribute the €10 million allocated from the national budget to micro and small enterprises and self-employed people negatively affected by the outbreak of the COVID-19 virus. Separate budgets have been set aside for Ida-Viru County and the Estonian islands, each with €500 000 (the location will be based on the place of employment of employees in the employment register of the Tax Administration). The support is a one-off, non-repayable grant aimed at ensuring the sustainable development of businesses.
The amount of the grant is
- 3000 €, for companies with a turnover in 2019 of 20000-40000 €. For these businesses, the loss of turnover due to the coronavirus is not significant, but the application must include an explanation of the negative effects of the coronavirus.
- €5,000, for companies with a turnover between €40,000 and €100,000.
Eligibility conditions:
- Turnover in 2019 20000 – 100000 €
- Number of employees (full-time, contract) 1-49 (as of 01.03.2020)
- For businesses with a turnover of more than €40 000, the sales turnover in March or April must have fallen by at least 30% compared to the same month last year.
- The company was not in difficulty as at 31.12.2019
- This condition does not apply to businesses under 3 years old.
- For companies more than 3 years old: share capital must not exceed 50% of equity capital
- The company must not have any outstanding tax debt as of 12.03.2020.
- The company must have declarations and annual reports submitted on time.
Tourism businesses, including catering, accommodation, travel agencies, are not eligible. A separate crisis support round for tourism businesses will be opened by the EAS. Companies active in agriculture, forestry and fishing are also excluded.
The call for applications will open in early May and will run until funds are available or 15 December 2020.
